Convocations of Luhansk City Council

• 1st convocation: 1990 - 1994, Chairman of Luhansk City Council Pantyukhin Volodymyr Olexandrovych;

• 2nd convocation: 1994 - 1998; Chairman of Luhansk City Council (from 1997 - Luhansk City Mayor) Danylov Olexiy Myacheslavovych (from September 1997 till March 1998 the offices of the Luhansk City Mayor were performed by the Council Secretary Parapanov Anatoly Ivanovych);

• 3rd convocation: 1998 - 2002; Luhansk City Mayor Yahoferov Anatoly Mykolayovych (from May 2001 till March 2002 the offices of the Luhansk City Mayor were performed by the Council Secretary Pristyuk Volodymyr Mykolayovych);

• 4th convocation: 2002 - 2006; Luhansk City Mayor Burlachenko Yevhen Dmytriyovich;

  Supervises activities of:

   1. Luhansk City Council Department on Work with Deputies and Providing Council Activity;

   2. Luhansk City Council Department of Transport and Communications;

   3. Luhansk City Council Department of Advertising (until discontinuation of activity);

   4. Enterprises that are community property of the territorial community of Luhansk:

    - Municipal Public Enterprise Luhanskelektrotrans;

    - Municipal Public Enterprise Luhansktransservice;

   5. Enterprises with more than 50% of property belonging to the territorial community of Luhansk, to the extent permitted under applicable law:

    - Auto-Transport Enterprise -10928 Ltd. (until discontinuation of activity).

   Provides co-operation of executive boards of the Luhansk City Council with:

   1. Voluntary association of local government institutions - Association of Ukrainian Cities and Communities;

   2.  Advisory agency – the Regional Council;

   3. People's deputies of Ukraine, regional councils on budget forming and budget implementation of corresponding levels, on forming and realization of the state, regional and municipal programs of economic and social development;

   4. Plenary commission of the Luhansk City Council of sixth convocation for issues relating to socio-economic development, budget and finance.

   Heads:

  1. Bidding Commission for holding competition to fill the vacancies of public officers of local Luhansk City Council executive boards; 

  2. Certification Commission for organization and realization of its members’ attestation that certify public officers of local Luhansk City Council executive boards;

  3. Certification Commission for organization of attestation and certifying public officers of local Luhansk City Council executive boards.
