- Luhansk City Council Department for Protection of Citizens and Territories from Emergencies;
- Luhansk City Council Administration for Architecture and Urban Planning;
- Luhansk City Council Administration for Housing and Municipal Economy (new name from the date of state registration of corresponding changes to its constituent documents – Luhansk City Council Department for Housing and Municipal Economy);
- Luhansk City Council Security Department next to Mayor of Luhansk (only on issues which require rapid response).
Enterprises, institutions and organizations that are in municipal ownership of the territorial community of Luhansk:
